The Christchurch City Council is leading the way in attempting to tackle the issue of noisy exhausts and other anti social "boy racer" activity. It has established a "Misuse of Motor Vehicles" sub committee to investigate the problems which are evident in the City and report back with recommendations to the Council. The sub committee, of which Noise Off is a part, is contributing to addressing the issues which face Christchurch in particular but which are also widespread throughout the country. It has representatives from the Hotel industry, AA, Resident's Groups and the Council. The Council also recently resolved; "That the Christchurch City Council make a submission (to all members of Parliament) advocating the introduction of an objective test for testing motor vehicle noise emissions at motor vehicle testing stations." As this problem is occurring nationally, especially in the urban centres, Gary Moore, Mayor of Christchurch City Council, wrote to all Mayors seeking their support for the above and other measures.

Manukau City has also acted to address the problem of motor vehicle noise. Manukau City Council's Transport Committee reported that Manukau City "encounters problems similar to those occurring in Christchurch but to a greater extent". The Committee reported that "anecdotally there appears to be increasing support from the public for action to address the concerns identified by the Christchurch City Council." The Council recently resolved; "That Manukau City Council makes a submission to all Members of Parliament urging them to support...the introduction of an objective test for testing noise emissions at motor vehicle testing stations and by Police as part of their enforcement in the field. Noise Off congratulate the Councils for their initiatives and look forward to working further with them.
